The CLEAN Act modifies the Department of the Interior's geothermal lease sale procedures under the Geothermal Steam Act of 1970. It increases the required frequency of competitive geothermal lease sales from once every two years to at least once per year in states with pending geothermal development nominations, and requires replacement sales be held in the same year if a scheduled sale is canceled or delayed. The bill requires Interior to offer all nominated parcels eligible for geothermal development in lease sales. Additionally, it establishes a 30-day deadline for Interior to notify applicants whether their geothermal drilling permit applications are complete, and a 30-day deadline to issue a final decision on complete applications.
